Executive Team

Chief Executive Officer – Michael V. Fair

Mr. Fair was appointed in December 2009 by the Board of Directors to oversee the operational and financial responsibilities of the Central Falls Detention Facility Corporation and the Donald W. Wyatt Detention Facility. He comes with 41 years of previous corrections experience to include 22 years in public corrections and 19 years in the private sector as Founder and CEO of Security Response Technologies, Inc. and MVF Consulting, LLC where he provided consulting services in 44 states.

Mr. Fair's public corrections experience included Ohio, Pennsylvania, Illinois, and Massachusetts where he served his last 8 1/2 years as the Commissioner of the Massachusetts Department of Correction.
 


Warden (Acting) – Timothy E. Tapley

Acting Warden Tapley was first employed at the Donald W. Wyatt Detention Facility as an Investigator in 2004. He quickly climbed the ranks and held the positions of the Chief of Security and the Associate Warden to where he currently sits as the Acting Warden of the organization. His previous experience includes 20 years on the Warwick Police department and includes assignments on the Uniform, Detective, and Prosecution Divisions. In the course of his tenure, he was allocated to the Detective Division where he was assigned to the Special Operations Group, followed by assignments on the RI Attorney Generals Strike Force and then finally to the Drug Enforcement Agency Task Force where he spent 2 ½ years. Following his special assignments he returned to uniform where he was promoted to Sergeant and later retired. Acting Warden Tapley currently works under the Chief Executive Officer to manage the security and operations of the Wyatt and has done so since December 2009.

Director of Human Resources - Lori-Ann Pouliot

Lori-Ann Pouliot, PHR, was promoted to the position of (Acting) Human Resources Manager at the Wyatt Detention Facility in January, 2009. She is currently enrolled in the Human Resources Management Certification Program at Bryant University, in Smithfield, RI. Ms. Pouliot began working at the facility in January, 2001, in the position of Human Resources Assistant. She also held a position within the Compliance Department at the facility for a period of time prior to returning to the Human Resources Department.

Prior to joining the Wyatt Executive Team, Ms. Pouliot's experience included over a decade in the banking industry where she last held the position of Assistant Manager at a local retail bank.

 
 
Director of Investigations - Edward Johnson

 Ed Johnson began his employment with the Donald W. Wyatt Detention Facility in 2006 as the Project Manager of the facility’s expansion project. He was retained on staff and appointed to the Director of Investigations position where he currently presides. Mr. Johnson comes with 38 years of prior Military and Law Enforcement experience. He started his career as one of the first Military Police Investigators with the119th Military Police Company, a division of the Rhode Island National Guard. Of his 38 years of experience, he served 21 years on the Warwick Police Department where he attained the rank of Commander which included oversight of the Operations Bureau containing the Detective and Patrol Divisions, from which he later retired. Following retirement, Mr. Johnson worked in the private sector as the Chief Investigator for a large Rhode Island law firm for 5 years. Finally, he returned to the Warwick PD for 4 years on a per diem basis doing detail work until joining the Wyatt staff.

Mr. Johnson currently heads the Division of Investigations of the Facility where he oversees the caseload of all of the internal and external investigations pertaining to security of the Facility, as well as, detainee, staff, and potential staff incidents to include background checks. He also manages a staff of two investigators.
 

 

 

Director of Information Technologies - William Dwyer

Bill Dwyer has 26 years of experience in the computer and networking field. He has held various positions throughout his career. He also had his own consulting company. He holds both Microsoft and Novell certifications.

For 10 years he has been President of the Southern New England Network Users Group, www.snenug.org, the official RI Microsoft group for RI. He also serves on the Executive Board of the Boston User Groups. Mr. Dwyer has taught at Gibbs College and in the Bristol / Warren Regional adult education program and is currently teaching in the Barrington Community School. He has given lectures and seminars for various organizations including the Providence Business Expo.
