The Donald W. Wyatt Detention Facility, located in Central Falls, RI, is operated by the Central Falls Detention Facility Corporation, which was created by the Rhode Island General Assembly in June 1991 to design, build, and manage the first publicly owned and privately operated detention facility in the Northeast. It is a quasi-public adult detention facility designed to function as an economic engine for the city of Central Falls and the state of Rhode Island. The corporation is governed by a five-member Board of Directors appointed by the Mayor of Central Falls. The Board, in turn, appoints the Chief Executive Officer of the corporation who is responsible for overseeing the management and overall operation of the corporation.
The facility has a current maximum occupancy capacity of 771 beds to house medium- to maximum-security US Marshals Federal detainees awaiting trial or transportation to the Federal Bureau of Prisons.
Detainees housed within the facility are in the custody of the United States Marshal Service’s various jurisdictions including, but not limited to Rhode Island, Connecticut, Massachusetts, New Hampshire, Maine, and Vermont.![]()

The Donald W. Wyatt Detention Facility received a 100% rating at the conclusion of a re-accreditation audit.
Three veteran correctional professionals from varying parts of the country conducted the extensive inspection of the facility and review of facility records on behalf of the American Correctional Association.
“The goal of these audits is to improve the efficiency and effectiveness of correctional systems across the United States,” auditor John Onellion of Lake Charles, LA told members of the executive staff at the on-set of the audit. “By the time we leave here you will know you’ve been audited.”
Onellion, along with auditors Lorena Singer of Las Vegas, Nevada, and Bernard Wade of Montgomery County, Maryland, spent the better part of three days pouring through more than 300 files, conducting interviews with both staff and detainees, reviewing the ‘inmates quality of life’ and inspecting every aspect of facility operations as part of the re-accreditation process.
“This is the ultimate coming together as a team and to have our colleagues from around the country come in and validate us not only with a score of 100% on mandatory standards, but with a 100% on the non-mandatory standards makes me extremely proud of the entire staff,” CEO Michael Fair told the more than 60 staff who attended the post audit review on Friday, October 21, 2011. US Marshal Dave Remington also attended the post-audit review.
Warden Brian Murphy praised his staff and commended them for a job well done. “Thank you for everything you’ve done and everything you do everyday. Great job,” Warden Brian Murphy told the group.
Onellion added, “when describing the staff, the word that comes to mind is ‘professionalism’-- from the uniform, to the way you conducted yourselves and your level of knowledge of your jobs--it was very impressive.”
In describing the facility, Onellion stated “the cleanliness and maintenance is exceptional.”
Steven Hartford, Chairman of the Central Falls Detention Facility Board of Directors was quick to congratulate Fair along with Warden Brian Murphy. “It is through your hard work, dedication, and direction that the facility received the 100 % rating,” Hartford said.

A team of federal auditors from the US Department of Justice’s Office of the Federal Detention Trustee gave a ‘Good’ rating to the Wyatt Detention Facility as a result of a “Quality Assurance Review” (QAR) conducted at the Central Falls facility February 28 – March 1, 2012.
The ‘Good’ rating, defined as “the level of performance exceeds the requirements of the Federal Performance-Based Detention Standards (FPBDS)” is one step higher than the “Acceptable” rating the facility received in 2011 and only one step below the highest possible rating of ‘Excellent’. The Office of the Federal Detention Trustee conducts these QAR’s annually as a way to ensure the safe, secure, and humane confinement of federal detainees. “The facility continues to receive high marks and accolades from correctional industry peers,” said, Steven Harford, Chairman of the Wyatt Detention Facility Board of Directors. “We know we have a top-rate facility and we know the potential is there for long-term economic benefit to the City of Central Falls and to Rhode Island.” CEO Michael Fair praised the correctional staff and management team. “We’ve made significant progress over the past 3 years thanks to your ongoing hard work and dedication,” Fair said.
During the three-day QAR, a team of seven federal auditors conducted numerous interviews with detainees, correctional staff and administrators; toured the facility, and reviewed numerous documents relating to the security and operations of the facility in order to rate the detention facility.
